1.Covering the LOWER BEREAUCRACY Covering only the HIGHER LEVEL.
2.PRIME MINISTER will be INVESTIIGATED PRIME MINISTER will not be INVESTIGATED
3.CBI will be MERGED INTO LOKPAL CBI will remain as an INDEPENDENT BODY
4.WHISTLE BLOWERS to be PROTECTED NO GURANTEE of PROTECTION.
Thus, from my point of view, some of the provisions of Jan Lokpal Bill is very impractical like the covering of the lower bereaucracy. So even if we consider 1 person in lokpal department for every 100 govt. employee of other departments, Lokpal wll become the biggest department in India.
So, Lokpal Bill is not necessary because it will make the problem even more worse. Corruption in India arises deu to too much government, too many rules, and adding one more complex department to this already complex system will make the system even more complicated. Complexity creates the incentives for corruption.
Our country is in no need of the Jan Lokpal Bill atall.By making the already existing constitutional institutions like CAG,CVC,CBI and ELECTION COMMISION- more independent will serve the purpose equally well.If we can able to protect the Lokpal Bill from being politicised then why can’t restore the importance and credibility of CAG,CVC,CBI and ELECTION COMMISION ??
Also How can we ensure that the integrity of ombudsperson office is not compromised, and if it is compromised then how can we recognise it and fix it.??
Alternative is to proceed with the 2nd generation reforms. On contrary; corrruption has been reduced at the lowest level(partially) but has been moved up high in the government. In 1989, an ordinary person have pay a bribe to get a telephone connection but by 2005, there was no need to pay bribe atall. Yes, 2010, saw the 2G scam in telecoms sector but that was because the UPA Government reversed the reform process.
Honestly if Anna Hazare, Kiran Bedi, Ravi Shankar,etc is so popular and have millions of followers then why can’t they ask their fellow followers to stop paying bribes for the next year or so. This one step will help a lot in reducing corruption.
